According to Bijie.com, on September 18, Ethereum Layer 2 network Scroll released an update on its DAO evolution, declaring that it will not disband the DAO, but will improve it to adapt to its rapid growth. These changes will not bring about protocol-level risks, and user funds will remain secure. The goal of this governance reform is to create a DAO environment based on explicit mandates and better align with the Scroll vision. The main structural changes proposed for the DAO include: 1. Foundation oversight and operational autonomy: DAO will report to the Foundation; 2. Strategic resource allocation: DAO funds will be determined and allocated annually or biennially to ensure strategic and efficient resource utilization; 3. Improve operational independence: The Foundation will withdraw from the DAO's daily operations and instead monitor it through the Executive Committee to ensure that the proposals comply with Scroll's guidelines and retain vetos if necessary. Scroll plans to recruit members of the Governance Committee in the coming days and work with them to design new charter and governance models. These contents will be drafted into proposals and submitted to DAO for feedback and vote. The goal is to complete the new structure before the voting cycle on January 1, 2026. During this transitional phase, the community team will serve as a proof of concept for DAO. Earlier on September 11, ScrollDAO governance was announced to be “suspended” and the leadership team resigned collectively.
