Ukrainian President Zelensky tweeted, "When talking about Ukraine's security, there are several key elements. First, the Ukrainian army. We have reached a consensus on the needs of the air, sea and army. Partners now understand the scale of these needs, but it is important that we have a consistent position and they are ready. Second, the strength and size of the Ukrainian army itself. We are well aware of the standards that the army should meet, which requires a lot of financial support. Therefore, financial assistance from partners is crucial. Third, a safeguard mechanism similar to Article 5 of the NATO Charter. We are in consultation with the United States on this and believe that bilateral consensus will be reached. Finally, sanctions against Russia's possible re-launch of aggression, as well as post-war reconstruction plans - including the use of frozen Russian assets."
