Bitcoin Core v29.1 Update: Downgrade rate threshold and improve node stability

According to Bijie.com, according to @nake13, the recent small version update v29.1 released by Bitcoin Core involves these changes: significantly lowering the minimum rate threshold for forwarding/packaging, which helps improve block space utilization when the network is not congested (after most nodes need to follow up, low-cost transactions are easier to spread and confirm); new "log writing speed limit" is added to prevent logs from skyrocketing in abnormal/malicious scenarios, improving node stability and operationality; and first tightening of "extremely high sigops" transactions in forwarding strategies to prepare for subsequent BIP54 consensus cleaning and reduce potential DoS risks (normal transactions are basically unaffected, miners can still choose whether to package them by themselves).
